RTMPose finds 17 body keypoints for every person and RTMDet finds the vehicles. A simple rule turns this into an event: the person was inside the vehicle zone, then they stand up on their own feet or step away from the vehicle, so the app raises Person out of vehicle with a timestamp. Your video never leaves this device.
